A panel of distinguished women from various industries and diverse backgrounds will share an array of experiences about empowerment.

Dionne Bagsby, former Tarrant County Commissioner has demonstrated leadership through extensive community involvement.  An educator by training and vocation, Bagsby was the first woman and first minority elected as a member of the Tarrant County Commissioners Court.  At the time of her election, she was the only African American female County Commissioner in the State of Texas.  She served from January 1989 to January 2005.

Lillie Biggins, former President Texas Health Harris Methodist Hospital is a health care veteran of 45 years, who became the first female President of Texas Health Harris Methodist Hospital Fort Worth in June 2012. Mrs. Biggins is a mentor and community servant; whose service spans health, education, youth, senior citizens, business and the underserved.  Her No. 1 priority is living on purpose – the purpose that God has for her life. Her willingness to spend time in community endeavors improves the health and quality of life for all people, enriches our economy and brings us together around common goals in meaningful ways. 

Marnese Barksdale Elder,  Vice President and Associate Chief Talent Officer, Parkland Health & Hospital System is responsible for guiding the strategy development, integration and program implementation leadership on behalf of employees system-wide. Mrs. Elder served as President of the Dallas Black Chamber of Commerce from 2016 to 2018, and was the First woman President in the organizations 90 year history. She is a member of multiple community, civic and business organizations including: Leadership Dallas, the Dallas County Small Business Enterprise Advisory Committee, the North Texas Commission Board of Directors and Visit Dallas Diversity & Inclusion Committee. 

Barbara Holston, former President/CEO, Fort Worth Housing Authority has served 45 years in the public housing industry in Fort Worth, Texas and Los Angeles, California, she built a legacy of commitment and support as an advocate for empowering families and individuals to shape their futures. Throughout her career, she focused on assisting participants in housing authority programs achieve their personal, educational, and professional goals.  She has implemented numerous programs and initiatives that provided low-income persons access to educational opportunities, college scholarships, employment training, affordable child care and other supportive services necessary to develop successful lives.

Trameika Vaxter,  Executive Vice President, Ware & Associates Public Relations Firm possesses 20 years of general market and multicultural public relations agency experience, with demonstrated expertise in strategic planning, business development, media relations, marketing communications, and community relations/engagement for high-profile brands and organizations.  Vaxter holds a M.B.A. with an emphasis in Marketing and a Bachelor’s degree in Communications, with an emphasis in Public Relations.

Dr. Marye Thomas, MD, is the recently retired Director of Alameda County Behavioral Health Care Services (BHCS). Her department was responsible for the delivery of all publicly funded mental health, alcohol, and other drug services in this California County serving Oakland, Berkeley and 13 other cities and municipalities.  Thomas is a native of Texas and returned to the Dallas Metroplex after she retired in 2013. A trained psychiatrist by vocation, Dr. Thomas is a graduate of Fisk University and Meharry Medical College, and completed her specialty training at Langley Porter Neuropsychiatric Institute, University of California at San Francisco.  A local girl, Dr. Thomas graduated from Booker T. Washington High School in Dallas.
